EU – Possible Postponement of the Import Levy for Low-Value Goods

On May 29, 2026, the heads of 20 postal operators, from 20 EU countries, alongside other stakeholders, signed and submitted an official letter to EU Commissioner Maros Sefcovic, asking for the postponement of the implementation date for the introduction of the EUR 3 fixed levy for low-value imports. 

The representatives of the main postal operators, alongside the CEO of German DHL, and other representatives from the logistics sector, have expressed their concern about the introduction of the new type of customs levy, within such a short period of time, without having a “proper” implementing guidelines, and explanatory notes. 

Postponement 

The signatories of the letter asked for a postponement of the reform scheduled for July 1, 2026, for at least six months, emphasizing the necessity of more time to adjust their processes, as well as to permit more time for retailers and customers to get familiar with the new operating system. 

It should be noted that only on June 8, 2026, the EU Commission issued official guidelines concerning the implementation of the new framework of the customs levy for low-value imports. 

Preliminary indications from the Commission’s spokesperson indicate that the request for the postponement will unlikely be “heard”. However, there are still more than two weeks to see if something is going to change concerning the starting date of the new customs measure.
