Turkey is changing its customs policy for imports of Low-Value Goods(LVG). Presidential Decree No.10813(Decree), published in the Official Gazette on January 7, 2026, introduced important changes to the simplified customs procedure for imported products with a value below the EUR 30 threshold.
Current rules permit postal administrations, authorized delivery operators to import products originating from the EU and other countries under a simplified customs procedure. This simplified customs entry procedure allows these domestic firms to pay a fixed customs fee based solely on the consignment’s country of origin.
For direct B2C shipments originating from the EU, and with a customs value less than EUR 30, these authorized delivery operators shall apply a fixed 30 % customs fee on the parcel, and this duty payment guarantees a simplified clearance procedure, faster processing, and direct B2C shipment(no need for the importer to process other documentation).
Besides the fixed customs fee imposed on products shipped beyond the EU, the same rules apply. For products shipped outside the EU, a fixed customs fee of 60% of the customs value of the LVG is applied, as a condition that facilitates simplified clearance for B2E e-commerce sales.
New Rules 2026
However, with the adoption of the Decree, new rules and requirements took effect starting on February 6, 2026. The adopted Decree removes the currently still available option for a simplified customs procedure for imports of LVG.
From February 6, 2026, this benefit shall be abolished. In practice, this means that for imports of B2C low-value parcels, the simplified customs entry procedure cannot be claimed anymore (with a few exceptions), regardless of the value of the parcels shipped.
Postal administrations and authorized delivery operators shall no longer be allowed to file a simplified import procedure for direct B2C e-commerce shipments with a value below EUR 30. The possibility of using the simplified customs procedure will remain only for imports of non-commercial medicines and food supplements.
