Slovenia – Adoption of B2B E-Invoicing 

The Slovenian Parliament adopted the Act on the Exchange of Electronic Invoices and Other Electronic Documents, a regulatory act that will reshape invoicing procedures in the country. The “E-Invoicing” act mandates the introduction of electronic invoicing for all B2B transactions in the country. 

The Act will enter into force on January 1, 2028. The obligation to shift from paper-based to electronic invoicing shall apply to all business transactions involving domestic businesses, as well as to natural persons acting as economic operators. 

The Act doesn’t mandate digital reporting of transactional data to tax authorities. The B2C transactions are out of scope. 

The exchange of e-invoices can be secured by choosing one or more technical routes: 

  • Through e-mail(this is mainly allocated for permitted B2C transactions)
  • Accounting/Invoicing or ERP systems 
  • Peppol network, or 
  • Free miniBlagajna applications for entities with a smaller business volume.

All exchanges will be conducted via secure electronic channels.
