Slovakia Postpones the Mandatory Implementation of the E-Invoicing Project

At the beginning of May 2022, the Ministry of Finance of the Slovak Republic presented the technical solution of the Information System of Electronic Invoicing E-faktur. 

The introduction of this system should enable the transmission of structured data generated from previously created invoices to the state-owned IS EFA platform for validation before the invoice in question is sent to the buyer.

Timeline

The implementation of the e-invoicing system has been postponed several times due to the challenges the Ministry of Finance has faced, due to the complexity of the project of this size, and without precedent in the Slovak Republic. 

The latest official  updates concerning the timeline of the roll-out of the mandatory e-invoicing project are as follows: 

  • The first stage should start from Q3 2023, and it will cover the Ministry of Finance of the Slovak Republic and Datacentrum and its suppliers;
  • The second stage within Q4 2023 – Budget organizations of the Ministry of Finance of the Slovak Republic, including the Financial Administration of the Slovak Republic;
  • The third stage within 2024 – Other government and public administration entities;
  • The fourth stage – TBD Registered taxpayers with public administration and public institutions.

Overview 

The proposal for the technical solution of the mandatory B2G and G2G was presented by the Ministry of Finance last year. That first version is still open to changes/updates to some extent in the coming months. 

Registered taxpayers to which the mandate should apply following the proposed timeline, will have few possibilities when it comes to in what manner they will send structured invoice data to the Financial Administration of the Slovak Republic: 

  • Through the usage of “accredited” invoicing/accounting software – using open API to connect with the TA server;
  • Using the web-based free application developed by Tax Authority.

From the other complementary legislative perspective, the Ministry of Finance hasn’t prepared and submitted the draft Law for the mandatory implementation of the B2B E-Invoicing system.
