Background
Marketplace sellers who are registered for the Pan-EU Fulfillment by Amazon(FBA) have the possibility to outsource order fulfillment to the marketplace operator.
Marketplace sellers that are looking to adhere to the benefits of the Amazon PAN-EU FBA are mandated to create active product offerings with the same SKU in all EU-based marketplaces: Germany, France, Italy, Spain, and, since mid-2025, newly added products have also been required to be offered on Amazon’s Netherlands marketplace.
Additionally, they are mandated to establish and maintain VAT compliance in all Member States where they use storage.
Amazon Netherlands
New Requirements
Starting from September 3, 2026, Amazon is expanding its requirements for Pan-EU FBA marketplace sellers for their offerings on its Dutch marketplace. From this date, third-party Pan-EU FBA registered Amazon vendors are required to follow the same offering conditions throughout all five EU-based marketplaces.
If the Pan-EU FBA registered marketplace sellers choose not to align with these conditions for their Amazon Netherlands marketplace offerings, they will “lose” the formal conditions to be part of the Pan-EU FBA framework.
Amazon Belgium
After rolling out the Pan-EU FBA requirements for the Netherlands marketplace, Amazon is moving forward with harmonization of the rules and conditions also for their offerings on the Belgium marketplace.
Starting February 26, 2027, Amazon’s Pan-EU marketplace sellers should expand their active offerings also to the Belgium marketplace.
Amazon FBA Fees
The extension of the offering conditions for users of the Pan-EU Amazon programme is, from the perspective of the marketplace, a great “opportunity” for vendors to expand their reach under the same conditions, without the necessity to adjust the intermediary fees.
